Hm true - registered vehicles only on those roads. However there are roads where there are no designated golf cart lanes, where golf carts are allowed to be. Such as the roads within the neighborhoods themselves where cars can pass golf carts, no? 20mph or 25mph speed limit means a vehicle is allowed to go that fast. If a golf cart is only going 16mph, and another golf cart wants to go 19mph, and there is no designated golf cart path, then it stands to reason that the faster golf cart should be allowed to pass the slower one.

Having never driving through every single neighborhood in every single village of the villages, I don't know if there are different speed limits for different villages. I know I have seen a 10mph sign in one villa neighborhood.
