If your cart is even just capable of going over 19.9 on level ground it is illegal unless it is registered as a street legal cart which means it has to be registered much a car is. Even then there is max speed it is not allowed to go over and streets it cannot go on.
If your are in an accident with a cart one of the things that will be checked is the governor on engine. If it's been tampered with then bingo you are driving an unregistered auto with a big fine and other problems.
I've known a couple of people who disabled the governor on their carts but once they finally understood the liability the had they went and had the governor fixed.
