If your cart has the governor set so that it can exceed 20 mph, it is no longer considered a golf cart in the state of Florida. If it is set so that it can exceed 20 mph, whether you drive it faster than 20 is immaterial based on Florida law. Over 20, it is considered an LSV (low speed vehicle) and, by Florida law, is to be registered with the state, licensed, and must carry liability insurance. Since the law is not enforced locally by law enforcement, many people ignore it.

I do not care if I am passed by a faster moving golf cart; our two carts have not been adjusted to exceed 20. My wife and I are frequently passed by faster carts. But as I am passed by a cart exceeding 20 mph, a cart without a legal Florida license, I just wonder why the owner has chosen to be a law breaking citizen.
