When I was using a rental golf cart I ran into this often. My cart couldn't go more than 17. It was set that way, and was annoying because it was very obvious to me that every cart behind me, could go faster, and would if I was just out of their way. So I would always pull over a little as soon as I was in a spot where it was possible, and slow down, and signal to the people behind me to pass.
This has been hashed over 100's of times here already but to rehash it again you are 100% totally WRONG. State law defines a golf cart as not being ABLE TO EXCEED 20MPH. Period. If it is CAPABLE of going over 20MPH it is now an LSV and requires regstration and insurance just like it was a car. I know this 'cause I have an LSV (street legal GC) and insurance and reg is identical to a car. State law defines an LSV (street legal golf cart or other similar vehicle) as not being ABLE TO EXCEED 25MPH.

If your golf cart is CAPABLE of going 22MPH and even if you are only driving it at 19.99 100% of the time you are in violation. Worse yet, if you get into an accident with your 22MPH CAPABLE golf cart and if your insurance company finds out you will likely not be covered (read your policy).

It is ILLEGAL for GC dealers to even sell a GOLF CART CAPABLE of exceeding 25mph and call it a golf cart vs. an LSV. "CAPABLE OF" are the key words here.
