Well, it's for the same reason 90% of the vehicles on the FL Tpke drive 85+ or 50+ on Morse or BV or don't declare all their income to the IRS. It's "because a large number of people do it" and GENERALLY no one bothers you for breaking those laws. Do you ever drive 40mph in a car on Morse or BV or 75 on the FL TPKE. GENERALLY no harm is caused and cops have better things to do. It's wrong, but lots of people do it.
