If anyone has ever lived in a town or city that has LARGE traffic circles --usually where more than 4 intersections meet -- they are safe because they are so huge.
The problem here as I see it is because the entrances/exits to them are too close to one another, meaning that the circumference of each circle is too small.
I believe THAT is the main reason for most of the accidents.

Close but no cigar...............the opposite is true. The entrances / exits are closer together because of the size of the circle. Double the size of the circle and the entrances / exits will be farther apart. Think what it would be like if the circle circumferences were one mile. Weeeeeeeeeeeeeeee
