Mine was in spots. Also they lay out your molding and spray paint it in the middle of the living room in some new houses. I scraped my entire floor before installing tile. Used this from Lowes:

Worked great. Got up the glue, paint and splatters of taping compound. You will also need a hammer, wide cold chisel, and eye protection for the tack strips around the edges.
