What do you base your opinion on? How much do you think it costs to run sewer and water pipes from the main line to the guard shack? How much to install the plumbing for the toilet and sink? How much for the hot water heater? How much to do the actual building of the room, which currently doesn't exist, in the limited amount of space available to build it?

It's not just a matter of putting up 4 walls and a tin roof in the middle of the road and bolting a toilet down to the floor. The thing needs plumbing, and that means ripping the street up, installing the pipes, restoring the street after the pipes have been placed, etc. etc.

That stuff isn't cheap. Not nasa expensive, but this isn't a DIY job.
