The clubs do exist. Perhaps if you carried one everywhere you go, you could deal more effectively with the offenders. A slight whack upside the head might do wonders. Or, maybe they are Snowbirds from the NE and just don't adapt quickly. ( I tried, but just couldn't resist.)
