No alerts are emailed.
The information is available from the
Southwest Florida Water Management District. Each time you go there, you must do a search by specifying a date range, and on the Location/Other tab, selecting Sumter County.
Before any heavy equipment can begin moving dirt, the developer must submit plans to the SWFWMD. As far as I know, it's one of the first permits pulled by a developer, so it's an early indication of a new development.
