The 'middle of nowhere,' without any nearby population/infrastructure...is definitely a plus toward isolating the incarcerated.
Maybe not so much however, for the thousands of people (and their families) it takes...to run/operate/oversee the system. 
On Edit: This whole issue is similar to those who protest jet noise next to airports or trains blowing their horns at crossings, even though they were there...long before the homeowner moved in.
