I was speaking specifically to this situation, based on the reporting that the white supremacist gang member...initiated the murder of the other gang member.

No where in the report was the word initiated used. So we have no idea who "initiated" this gang fight. It did say an “altercation between multiple inmates” but does not include anything about who started what.
