Please read carefully before jumping. Where did I say you, he or they are NOT covered. You wrote:

The list I posted (and much more) below that comment is what they will NOT pay for (taken from an insurance website) because it isn't considered a covered flood loss. That I can say from actual experience and a $25K loss back in the mid 90's. One must read their NFIP carefully. The fact your agent said you don't need it leads me to believe you don't.
EDIT: And I repeat: If it makes you feel safer it is well worth having it.
