Fortunately power failures don't normally last too long but we obtained a 12V DC power inverter for just such emergencies (Walmart, Harbor Freight, etc). You hook up the input end to a 12 volt battery (car/cart) and the roll-up screen motor cord can plug into the output of the inverter. Of course you wouldn't want to use that very often but it will give you the 110V AC to get the screen up. Then you can manually disconnect the steel garage door and open/close it as you wish. Of course if both your car and your 12volt cart (gas models) are outside, you'll likely have to take the battery out and carry it into the garage to hook up with the inverter but some one in the neighborhood should be able to help if you can't do that.
