Yes, electric carts do lose a little power going up a hill (somewhere down around Havana), but, ask a gas cart driver what happens when an electric cart goes down hill as compared to what a gas cart does. Electric carts go great but slow down going up hill. Gas carts are noisy, stink like a month old sock, and use gas at a cost of 3 or 4 bucks a gallon. Take your pick. I have been in Florida for over 12 years (from New England) and have had electric carts all during that period. I like to change carts about every four years. To date, I have owned three EZGO electrics and have had no major problems. Your neighbors will love you if you have an electric and will secretly curse you when your gas starts for an early tee time.
