You are correct that If you have a gas fired heater , you do not need the heating part of the typical HVAC system. In much of TV there is no natural gas and the heat pumps also do the heating.

In the summer the heat rejected from the house is transferred to the heat sink ( pool in your example). The pool temperature will continue to rise until either the pool gets too warm to use and you shut off the A/C or the A/c struggles to function since it can not condense the refrigerant. You need some way to dissipate the heat from the pool to the atmosphere or some other place. That is how an A/C system works.
