No different than buying any home. Have the home inspected by Frank DeAngelo, and make sure to do a Title Search. Most foreclosures have liens against the title. If all is clear take your contractor thru to give you a rough quote. Use these numbers to figure your offer price. Between my son and I we have done this over 75 times.
