It supports my argument though: you need to read what is written and react to that, not what you think things might say, or ignore things that are written.
Same with the rule-breakers. They either didn't bother to read the sign with the instructions not to let their toddlers play on the gym equipment in the (outdoor) parks, or they read it, and decided that the rules don't apply to them.

If you personally witness something like this why not just politely inform the offender of the rules. It's highly likely they don't know the rule vs. needing to be "reminded." Either way, if it is that bothersome you should communicate to the offender vs. posting on a forum that very few people actually read. Most of us (if not all) agree with your point.
I get the frustration with folks who either don't know the rules or simply chose to ignore the rules but letting them get away with it at the time of infraction simply gives these people more reason to break the rules as it seems like nobody noticed or nobody cared.
