The larger your
golf cart tires are, the higher the top speed of your cart will be (and the lower the torque).
We find that 12" wheels and tires usually increase top end speed by 1-2mph. And 14" wheels and tires by about 2mph. So your smaller tires would indeed decrease your cart's top end speed.
