No one can explain the nonsense statement.
Some will say:

=> Drinking the Kool Aid or
=> All the greedy money put them in or
=> Elvis did it.
You are correct, the residents put the commissioners into office and many probably didn't vote in the past because taxes have not gone up for 15 years.
