Nope. The Pew article you linked to explicitly - and solely - refers to the year 2018 in the #5 section. It says nothing about "the entire 25 year period" in that section about
unreported crimes. I'm just referring to the text of the article you linked to. Now, could they have meant that unreported crimes are the norm, regardless of year? Sure. But that's not what was said there. The author used one year to show some stats. My point is that while any reduction in crime is a great thing, the fact (according to the article) that most crimes go unreported makes it problematic to ascertain exactly what's going on.
