Service inside your home should not be an issue if you enable Wi-Fi calling. This assumes, of course, that you have a phone that supports Wi-Fi calling. I believe anything newer than about 3 years or so should support Wi-Fi calling.
AT&T has sunsetted the Microcell boxes that functionally did the same thing; bypass the cell towers and route your calls through your ISP.

She returned my call and looked up the problem and AT&T agrees that the coverage is spotty and they are working to correct the situation.
