The things the OP mentioned like the squares, the movie theaters and the restaurants are not paid by the amenity fees. The Theaters and restaurants are private commercial establishments, not amenities. The squares entertainment is paid by the county and by the local merchants at the square. I believe the OP's argument is weak at best.
