It would be nice if the 10 person rule was more specific. On the tennis courts, it’s easy to have less than 10 people inside the fence, two courts playing doubles is 8 people.

In platform or touch tennis four people inside the court is normal.

In Pickle ball do they mean they only want two courts of folks? Then take down the other 4 nets and put up a sign of no more than two waiting. Do they mean they don’t want more than 10 people congregated in the line? Then say that.

The rec center people are still working, have them at the entrance counting down folk at the top of each hour, and then close them for the hour. You get 50 min of pickle ball before the next crowd comes in.
