Yes, but that assumes equal geographic distribution of the refugees. The NY / FL axis has been around for a long time.

I don't have the source at hand but I the stat I recall said about 25% of NYers who tested showed up positive. Figures for other locations were like 5-10%

In any event, best for everyone for people to just stay put instead of moving around and increasing the risk of spread. Just my opinion.
