Oh Great Fumar: Perhaps Woolman's cart is already going 19 MPH, and he wants to go faster. How high can a gas cart be adjusted?

My cart goes 19 MPH and people zoom by me all the time. I think a lot of carts are programmed much higher than the speed limit.
