The minimum age restriction of no one under 19 is not part of state or Federal law. It is, however, permitted to be part of the individual community's bylaws i.e.,The Villages.
To understand why we have "over 55" communities, one needs to be aware of the Federal Fair Housing Law which prohibits anyone who sells or rents housing to refuse to do so because of race, sex, pregnancy, disability, nationality, religion, color or familial status.
To get around this law, the Federal government also enacted law
establishing "over 55" communities which permitted discrimination in certain situations. Thus the 80/20 rule.
