I served on an HOA board in southern FL... the requirement is that at least one individual in a home be over 55... the 80/20 rule is in play...as long as 80% of the homes comply, it passes the test in the state of FL to be designated a 55+ community

we would screen anyone looking to buy into our HOA...obviously you can tell by looking at a lot of people that they are over 55....the challenge that popped up was when mom & dad passed on and the kids moved in....trying to force them out to maintain the 80/20 requirement was extremely difficult
