I had similar issues with low speed when I was paying for a higher level of service. After about and hour on line with technical service we determined the issue was my modem. They told me which type of modem I needed (specifications, not brand name). I replaced the modem and I got a small improvement. Upon looking at my WIFI specs I determined it was not capable of handling the higher speed either. I replaced the WIFI also and now receive speeds in the mid 200's. The modem was bought new from Best Buy for around $159 and the Wifi was purchased from Amazon as a refurbished unit for $59. The alternative is to rent the router from Comcast which is capable of handing the higher speeds.
