Or hire a pool-area monitor, whose job it is to set up the chairs 8 feet apart on all sides, and enforce the "no moving the lounge chairs" rule.
Why 8 feet? Because you have to have a place to put your bags, and you get up from the chair and move between chairs to take your shoes off, and enjoy your snack, and whatever the heck else people do on lounge chairs. So you add that extra 2 feet as wiggle-room.
