The pools - all of them. Under very strict conditions: chairs 6-8 feet apart, anyone caught trying to move them closer is asked to leave. If you want to just stand there and soak and yap with each other in the water, that's fine - 6 feet apart. If you try getting closer, you will be asked to leave. Jacuzzis - closed until further notice. If you congregate within the pool area closer than 6 feet apart, you will be asked to leave.
ALL of the above: resident IDs only (including tenants with resident IDs) and authorized care-takers of disabled residents. No visitors.
Rec centers could be made available for clubs that have few enough people in it, that even if EVERYONE in the club showed up, they would still be 6 feet apart in the meeting room. Again - no visitors, no one who isn't a club member allowed - no "new member recruitment lunches."
No one gets a second chance, no exceptions.

Most pools have no attendants to monitor the actions that you ban and to expect attendants to be pool cops is not reasonable. Rec centers would have the same requirement to have rec cops to insure people are 6 ft apart. Who makes the decision of size?
And then you have the question of available help that you mentioned with the issue of longer hours on golf courses. Added people to do the control you request, training , etc when the Villages Personnel dept is limited at this time.
