I believe he is hoping that the lockdown will not be extended beyond April 30th.

So he went ahead and is taking chance, I think the lockdown will end very soon.

By the way FYI " Big Al " sold out years ago and is under a new owner whoever that is.

Probably a person who use to cut hair at Military Bases.
