Tariffs on items imported from China is paid for by the people BUYING the products, not selling them. That means the USA pays the tariffs. Not China.

Exactly! 
More specifically, American consumers/people are the ones paying whatever amount of the tariff's...the importer chooses to pass on. 
China, or other importers having tariff's assessed...are paying NOTHING.
It's pretty darn frustrating hearing people lie about (or not know) how it actually works...and so many willing to believe those liars.
