Thanks. It worked. No one else has suggested that, and I hadn't even considered it since I can see the Daily Sun online just fine - and other website PDF files - just not that PDF file.

So now I see that page claiming that masks are required for indoor and outdoor activities. It is still a present-tense thing, I don't know that they're going to require swimmers to wear masks covering their noses and mouths while swimming.

It ALSO says on the page before that, that people need to wash their hands every 20 minutes, and wear masks, AND cover their mouth with a tissue when they sneeze or cough.

Apply some logic and ask the logical question here: how can I cover my mouth with a tissue in order to sneeze or cough, while I have a mask covering my face? And how can I wash my hands every 20 minutes while I'm playing golf, and the water coolers are closed down? Answer: I can't. Therefore - these "rules" are flawed, and poorly thought out. Does that mean I shouldn't wear a mask? No. It means someone screwed up when they came up with the rules, and they need to revisit with a more logical approach.

My take on it: if I'm involved in outdoor activities that make it difficult to social distance, then I should wear a mask while engaging in that outdoor activity.

AND

I should carry tissues with me so that if I feel the need to sneeze or cough, I can cover my mouth, without having to wear a mask the entire time, in a situation when I'm not having any trouble social distancing.

AND

if I'm engaged in an activity that has a rest room nearby (such as the horseshoe court next to the Paradise postal station), I should expect to wash my hands every few turns. If I'm not in close proximity to a bathroom, I should bring hand sanitizer and use that instead.

Golfers shouldn't have to wear masks as long as they are maintaining a respectful distance from each other. Swimmers shouldn't be wearing masks, unless they're snorkel masks (which do cover their eyes, nose, and mouth).
