Where's the law that prohibits that person from having a good time? All those folks were aware of the seriousness of the pandemic and all of them decided that they were going to use their own free will and gather to enjoy their time. How do you know there was anyone infected in that group? Personally, I would not join that type of gathering, but I would not prohibit them from doing so. Some people would prohibit others from operating motorcycles, using charcoal grills in their back yards or parking a red car in their drive way, if they thought they could control the situation.
