We don't prohibit people from driving automobiles but there are people who shouldn't be driving in the first place due to age, health, or just plain inability to drive safely. Look up the number of fatal accidents that happen every year.
A study by John Hopkins estimates that up to 250,000 people die every year due to medical mistakes by doctors and other medical personnel. The study show says that medical errors are the third highest cause of death in the US.
The HIV arrests you cite is quite a different thing, those people knew they were sick and KNOWINGLY passed on the disease.
