It's not that singles pay more. It's that couples get a discount. A single membership in a household of two people will still pay the singles price, even though there are two people in the household. But if that person signs up their significant other, that second person will get a discount.
Kind of like a buy one get one half-off sale. Anyone who only wants to buy one - has to pay full price for that one. But if they want a second one, they'll get a break on the price for the second one.
Try not to think of it as discrimination, and more as a package deal for bulk orders.
