He said that they will arrest the rioters and looters and that they will be prosecuted to the "fullest extent of the law". In my opinion, that is a bald faced lie. Some of them may be arrested, but, if anyone believes that they will be prosecuted to the fullest extent of the law, then I have a bridge to sell you. The courts may find them guilty, but they will be released with essentially a slap on the wrist. That is the way it happens and the reason why the rioters and looters will continue in the future. Why not just tell the public the truth?
