Getting "in" via nepotism or payoff is one thing (and not good!), BUT the appointed ones and those with "purchase power" would not have Round-One if the slobs with the appointment power didn't keep getting re-elected. For that, the voter is the dummy.
When you keep re-hiring crooks and scum, the system is bound to eventually get more crooked and scummier.
When I think of the cost to the taxpayer for this miserable mess - Chicago is only one place of many with this fault - through sweetheart contracting, "indirect costs" which include well-disguised payola, and flat-out bribery, those filled-in potholes that everyone is so proud of costs about $1,000 per cubic inch of filler.
Local political machines got the feds beat hands-down when it comes to stealing from the taxpayer.
