Well, if they didn't do any tests, then there would no confirmed cases. But, it seems to me that, if they did 10,000 tests on April 17 and 25,000 tests on June 4, and had about the same number of positive results on both days, that the pandemic is most likely not getting worse, and probably getting better.

If the same number of people are getting sick, I don't see how things are getting better.
