Sen. Stevens, as a member of the minority, was not heading the Appropriations committee or any of its subcommittees.
Sen. Inyoue was already on the Appropriations Committee, and may by virtue of seniority become the ranking member of the Defense Appropriations Subcommittee which Sen. Inyoue already chaired, but was junior in seniority to Sen. Stevens.
So, there really is no effective change in situation for Sen Inyoue - he has the same "hammer" in the coming session as he has in the present one.
