Actually it really isn't a "free country" or there would be no rules or laws. Just like we don't really have "freedom of speech" as there a lot of things one could say and get them arrested because it isn't a free country. It's a phrase often tossed out when people don't agree with what they are asked or told to do by someone of authority.
