The jist of this law is that a salesperson must have a county issued permit for door to door sales activity except where they have been requested to come to the home by the homeowner and for a few other exceptions.
I would take this to mean Community Watch could ask any door to door solicitor for this information and if they don't have it ask them to leave our community.
