No, they do not have the legal right to do any such thing. Here's a chunk of the 14th amendment for you to chew on:

Liberty and Property encompasses running your business to pay your bills and feed your family. So, you can't talk to me about some law that the governor's have ... no such law can exist or be enforced. If you cite a law, then go back and read the 14th amendment. A virus or health crisis does NOT trump the constitution. Nothing trumps the constitution. It is the law of the land.
