It is not inoffensive, especially to African Americans, Jewish Americans, Hispanic Americans, and others. Although I can only surmise the man who shouted it out does not belong to one of these extremist groups and was merely reacting in anger to a provocation, it is best to avoid giving these groups legitimacy by using their rallying cry.
