As long as all 14,000 were tested on the same day and all results are reported for the same day. But in reality it does not happen all in one day.
Those who have tested positive, are retested until 2 negatives are still counted as a positive for that day.
So even though one health care worker should only be counted once, system counts them each time for every positive test.
Until every person is assigned a number, similar to SS#. Is the only way an accurate count will happen.
