In regards to the two cases issue, it is actually the number of times they are test. If they are tested every 2 or 3 days in order to report back to work, they are reported every single time they test. So if a person is on 2 weeks quarantine, they test 4 times positive, then 4 positive test results in the numbers. Multiply that by how many workers are being tested in order to return to work and you might get a better handle on how many new infections we are really getting.
