Any plumber can do it. I would get at least two or three quotes from licensed plumbers. Kiley and Sons or Mike Scott are two good ones. I wouldn't use a handyman for a water heater. If you don't know the plumber, get his plumbing license number and look it up on the Florida license lookup website. You can also buy a water heater at Lowes or Home Depot, but, if they install it, I would insist on a licensed plumber.
Also, if you don't have an expansion tank, you should definitely get one installed to maintain a constant and safe water pressure in your house. They are required by code, but some plumbers will not install one if you don't already have one. And, don't let them tell you that the relief valve does the same thing.
