Unfortunately it must not really be that enforced since it seems the number of cranked up golf carts are all over the place. Between them and the cars that pass golf carts like on San Marino know good and well they're speeding if they pass golf carts doing 20. I've found the villages to be the most popular venue to speed up and down residential streets without the slightest concern for safety or common sense. be careful out there.
