I disagree on your first comment but that's for another time. The second one is just wrong. So what you are inferring is that a non-LSV can cross Morse or B.V. at the circles and avoid the tunnels. Read the law again. We had a Sumter County Lieutenant at our Cart Club meeting and he shot down that misinterpretation of the law I believe you are referring to. It refers to a community (or a golf course) that is split by a road that is 35mph and the only way to the other side would be to cross and it must be at a controlled intersection. That rule can be overridden by local statutes. NON-LSV Golf carts can drive on roads that are 30mph or less at 20mph.
